forecast. >> good morning. >> a little reminder to pay it forward. >> a little, a lot. california, stormy, you know, this big winter storm, it's also kicked up the waves. and of course in california, that means throw on the wet suit and do some surfing. these very impressive waves, orange county, california, this is the huntington beach area. if you're an expert surfer, this was the day for you, right before the big storm arrives. the big waves get there first. we'll probably be watching that high surf for another couple days, of course, obviously it's a little dangerous for the average folk. today the rain if you're traveling out here through california, it's going to be widespread, inches of rain, the possibility of flooding. san francisco is just getting drenched this morning all the way up through sacramento. and further to the north, it continues all the way up the coastline. it's lighter up around eugene and portland here, just got a few showers, but it's going to be on and off really all day long and for that matter all weekend long. this is going to be a four or five-day event. be

remember that the state of california voted down gay marriage the very liberal ninth circuit of appeals ruled that the vote was unconstitutional on a civil rights basis. here now to the situation megyn kelly and lis wiehl. nobody is going to know what they say. what do you think they are going to talk about. >> they decide whether they're going to grant certain case. any of these cases there is a number of them and whether or not they are going to take them up. i think they will take one. there is nine they have to consider can respect to gay marriage. some involve prop 8 out in california. some involve the defense of marriage act which is a federal law signed byident clin. that defines marriage as between a man and a woman for federal purposes and says, hey, if texas recognizes, well, maybe if vermont recognizes gay marriage but texas doesn't and the couple moves to texas, texas is under no obligation to recognize that marriage. that's one of the things that defense of marriage act does. >> bill: what it all comes down to i think on the umbrella issue of whether homosexual americans ar

storms pounding north california, oregon, and washington as we speak. nbc's migel almaguer is in san francisco where it is pouring down rain. migel, good morning. >> reporter: good morning. we are in the middle of the second weather maker making it through the pacific northwest. i have to tell you, it feels like san francisco is in the bull's eye. it was hammering rain earlier for several hours, then had howling winds. the conditions let up. meteorologists say this is what to expect through the day. as a matter of fact, early in the week in san francisco wednesday, wind speeds topped 80 miles per hour. they're not expecting those type of winds earlier or later today, but they certainly are expecting downed trees and downed power lines to cause them several issues. at the higher elevations, closer to 7,000 feet in the sierra, they're expecting up to a foot of snow, so it is going to be certainly a wet day in the sierra, in the lower elevations, closer in the lower foothills, we expect up to 12 inches of rain by sunday. we're looking at very wet conditions. here in the bay area where t
